SCF Claim Verifier

For SCF reviewers — Pilots, Navigators, anyone scoring a round. Turns the assertions in a submission into checks against live data: prior art and duplication, the applicant's own SCF funding history, whether a linked repo is real and recent Soroban code (from a source scan, not stars), whether a project is still alive, and whether a mainnet claim shows on-chain activity. Runs standalone or inside Raven, which calls the same data layer. Ships measured coverage and honesty rules, because absence of a record is never evidence of absence.
